There are financial consequences if your company is not ready for DMS

e-Export closes 29th May and is replaced by DMS, which is the Customs Agency’s new system. As an exporter, you will therefore have to deal with the new customs reporting system – DMS. If you are not prepared for how to handle your customs and export registrations, you will NOT be able to export your goods!

You must therefore act if you want to avoid major financial consequences for your company when all new customs declarations must be made in the new DMS (Declaration Management System).

Why is e-Export closing?

The purpose of DMS is that all paper-based processes must be digitized and harmonized in all EU countries.

It is therefore also now that you must ensure that you complete old export declarations in e-Export and ensure that you are ready for the transition.

I have integrated from ERP to e-Export - what do I do?

If you have a system-to-system solution (e.g. between your ERP system and e-Export) which is specially programmed to integrate with other systems, it is important to prepare yourself for the new integration options that will be available from September 1, 2023.

The AS4 protocol will act as a central element that collects and passes data to the DMS system, so it is necessary to ensure that your system-to-system solution is able to integrate using AS4.

You should start by researching the necessary integration options and applying for access to the test systems so that you can test your system-to-system solution and ensure that it works correctly:

New data model and information requirements
New method for data exchange (AS4)

It is important to ensure that the implementation of DMS is secure and compliant, so it is a good idea to start the process as early as possible to avoid any delays or problems.

I have outsourced the handling of customs - what do I do?

If you have outsourced the task, it is also your responsibility to ensure that your partners are ready to use the new system, as you have control responsibility.

Even if your company uses external parties to handle customs processing and registration of shipments, you must ensure that you are ready in good time and that your partners meet the upcoming requirements for that DMS.

The consequence may be that your goods risk being delayed or stranded en route to your customers.

This also applies if you use a standardized software solution that is supplied and maintained by an external party. Always remember that as the sender, you have the final control responsibility. So make sure you take the necessary precautions and work with your partners to ensure a smooth transition to the new system.

What should you do now?

Your own systems and processes must be updated and changed. You can either allocate resources to it, or you can, for example, buy into the tailored industry solution based on user input that we develop.

So if you’re considering integrating yourself, talk to us beforehand. This can save you a lot of IT resources. We develop the DMS integration between our platform and SKAT together with our customers to give users the best experience.

If you are not prepared to use DMS for export and shipment from 1 December 2023, you must have a customs representative submit your declarations until you are ready to transition.

It can be expensive.

Based on the new EU customs code (EUTK), all Danish companies that use the shipping scheme or export goods must use the new DMS Shipping and DMS Export per 1 December 2023.

All countries in the EU must exchange data in the same way, and this means that the majority of the current Danish IT solutions for customs must be changed.

If your company uses a system-to-system solution for export and shipping declarations from a software supplier, then you need to make sure that they are in the process of developing a solution for DMS and that they are aware of the onboarding process that is relevant to them.
If you use e-Export, you must be aware of when the onboarding process for companies that make and submit declarations starts.

If you are an exporter and use a customs representative to make and submit your declarations, you must ensure that your customs representative is up-to-date on DMS and ready to use it. In addition, you must also be sure that you have the right information available to your customs representative.

Most people can probably reflect on the irritation of having forgotten the parking disc when shopping after a long day at work. There is a fine under the windscreen wipers, and it is settled at box 1. Slavery.

Imagine then that you receive a fine of DKK 27,000 because one number is missing from a long item code that appears on a document that you did not even fill in yourself. That was the reality for Rune Sandholt, who runs the coffee company NGUVU.

A study by SKAT shows that more than 50% of all customs documents contain errors – and errors often equal large fines, detained goods and dissatisfied customers. However, the fear of making mistakes is the last thing on your mind when filling out export documents – and our digital platform can ensure that you never have to deal with the fear of making mistakes again.

Rune Sandholt is the founder of the coffee company NGUVU. Rune’s company ensures better working conditions for female coffee farmers in Kenya and buys coffee beans directly from the women, which guarantees them a proper payment, as they would otherwise have to use a middleman, who often takes a large part of the cake himself.

NGUVU is Swahili for strength, and strength is exactly what the company brings to the Kenyan coffee farmers. NGUVU also facilitates (for the female farmers):

Professional teaching in agronomy so that the women can optimize the coffee farms
Coffee trees from the locally founded NGUVU nursery
Water tanks for watering the coffee trees during periods of drought
If the imported goods are stored until they are to be resold within the EU, duty and VAT must first be paid when the goods leave the customs warehouse

When the coffee beans are to be sent from Kenya to Denmark, a number of customs documents must be attached, and these must be filled in correctly. It can be a convenient solution to delegate document management if you have not tried to fill them in yourself, but it can also go wrong.

Rune asked a freight forwarder to take care of the task regarding the customs documents, and everything ran smoothly until the coffee-loving entrepreneur received a letter from the Customs Agency in his e-box.

The coffee shipment had been detained at customs, and the NGUVU director received an additional customs bill of DKK 27,000 – all because a single number had been typed incorrectly in the shipment’s item code.

For Rune’s small, remunerative coffee business, 27,000 kroner is a huge amount, which caused all the alarm bells to ring, as the consequences of such a bill would be very large. It dawned on Rune that a mistake had been made, and that it could be his responsibility when it came to a document that he himself had not had in his hands.

Rune called the Danish Customs Agency, and after telling his story to an empathetic customs officer, he was able to have the penalty duty canceled and the coffee beans released. However, the result of the conversation must be categorized as a rarity, and it is by no means guaranteed that Rune will be able to overturn the next customs bill, should it come in the future.

Although it may seem heavy to have to handle the customs documents yourself, it is important to know that the responsibility for the documents being correct always lies with the company (exporter/importer) in the end.

Fortunately, there are digital solutions that make it easy to manage import and export processes, even if you have no previous experience with the subject.

It may also be a good idea to turn to a specialist who can advise on the filling in of import and export documents, so that mistakes are avoided. We have spoken to one of our good business partners, the consulting and auditing company BDO, about which errors typically occur, as well as what consequences they can have for the import and export companies.

BDO is one of Denmark’s largest consulting and auditing companies, which, among other things, specializes in auditing and accounting as well as consulting on VAT, customs and taxes.

They help a large number of industries and companies with advice and handling of the above topics.

BDO’s Department for Customs and International Trade helps export companies, among other things, to optimize customs processing so that risks are minimized and unforeseen customs bills are avoided.

You must be aware of this when filling out customs documents:

Check that the product description is filled in correctly
Package quantity and number must be specifically described
The weight of the shipment must be specified (some customers have specific requirements for the use of decimal points)
Check whether the recipient country has special requirements for the document completion
Always check whether sender/receiver information is filled in correctly

You can abdicate the workload – but never the responsibility

When a product is to be exported or imported, it requires that a number of documents be filled in – and that these be filled in correctly. Some companies do not want to fill out documents and certificates themselves, which is why they choose to look for alternative solutions. A nearby solution is to delegate the task to a freight forwarder.

It is not always the best solution, as there may be a risk that the freight forwarder will make a mistake in the documents, after which the responsibility lies with the exporting/importing company. Although it may be tempting to outsource the task, you, as a company, lose the overview and control over the process.

‘If just one single document is flawed, it is your company that has to live with the consequences, even if you are not the one who filled in the documents.

Why do the errors occur?

Klaus Kalsmose Jakobsen, head of Customs and International Trade at BDO, has been fully aware of the issue several times. When we ask him what errors BDO experiences in connection with import and export documents, he is quite clear on the matter:

If a freight forwarder or an employee of the company omits information in the product information, the company suffers the loss. It is therefore important to ensure that the documents contain the necessary and correct data.

However, the overall question still stands: Why do the errors occur when it is so important to fill in your import and export documents correctly? Klaus assisted us again with an answer that shed light on the problem:

”It is a complicated area, and therefore it can very easily be due to a lack of information about the specific requirements. It also happens that some countries change their rules for specific certificates, which can make filling out difficult”

Of course, not all employees and freight forwarders make mistakes. Most of the people involved in filling out the documents have in-depth knowledge of documents and the goods being exported – but that is why the errors still occur. Klaus also says that it is typically the small and medium-sized companies that experience mistakes being made in connection with document handling.

However, it is usually also these companies that cannot afford to receive an additional customs invoice in their e-Boks.

When you’re in the middle of the problem, it’s easy to be backward – and if you’d just kept track of your documents before the shipment was created, you could have saved yourself all the trouble.

Although Klaus Kalsmose Jakobsen acknowledges that he does not experience faulty certificates on a regular basis, he states that the consequences are great when the errors finally show up:

”For export, the certificate cannot be stamped on departure, and the goods therefore do not enter the recipient country- which can subsequently result in fines from the Customs Authority. When importing, the errors can result in large fines and seized goods – and if the problem is not resolved, it can meanthat the shipment must be destroyed."

For NGUVU, an unforeseen customs bill of DKK 27,000 was catastrophic, just as it will probably be for many other companies. If the shipment is also sent back, ends up in a quarantine warehouse, is confiscated or destroyed, it can have even greater financial consequences for the company and destroy the relationship with the customer.

Avoid errors in your import and export documents

Inward processing is relevant for companies that have production in the EU and import raw materials and semi-finished products from outside the EU that are used in production:

If you re-export the finished product, i.e. the product in which the imported raw materials and semi-finished products are incorporated, to countries outside the EU

Who is inward processing relevant for?

Why should you use inward processing?

As a manufacturer, you may be able to save money by using a lower tariff. You can reduce your capital tied up and improve your cash flow when working with inward processing:

You save money by avoiding double customs clearance when importing and subsequently re-exporting to countries outside the EU
You may be able to get a lower duty rate within the EU if the processed end product has a lower duty rate than the imported raw materials

You defer your payment of customs duties until the goods are sold to countries within the EU

Example of an inward processing:

If a Danish furniture manufacturer is offered the opportunity to sell its furniture in the US, it could be an excellent business opportunity.

It provides access to a market that is much larger than the Danish one. However, the American furniture store requires that the furniture is made from American wood.

The wood must be imported to Denmark before the furniture can be manufactured. Now, suddenly, customs duty and VAT must be paid on the imported materials. The business opportunity is therefore not as lucrative as initially expected. This is where inward processing comes in. Importing the wood is actually quite profitable – you just need a licence to process the imported goods.

With an inward processing licence, the Danish furniture manufacturer can safely import the American wood and turn it into furniture. It can then be re-exported to the US – completely duty and VAT free. This can still be a good business opportunity for the Danish company. They are allowed to import and export goods duty-free.

It’s a procedure worth keeping in mind if you’re involved in manufacturing or importing. It can open the doors to a number of deals that would otherwise not be worthwhile.

Are you new to inward processing?

With inward processing, there is great potential and opportunity to improve your cash flow. However, it requires you to have your processes and documentation in place when working with bonded warehouses. Who is outward processing relevant to?

Outward processing is relevant for companies that need to export temporarily to countries outside the EU and then re-import (re-import) the goods again. With outward processing, you can avoid paying customs duties:

Processing of EU-produced raw materials outside the EU
Repairs carried out in countries outside the EU

Why should you work with outward processing?

As a business, you can save money by avoiding double customs clearance on re-importation after the goods have been temporarily outside the EU.

Example of an inward processing:

Outward processing allows you to export goods to third countries. In the example below, your product – Danish cotton – is exported to the USA for processing (production of t-shirts) and subsequently re-imported into the EU without an increased customs duty.

Generally, the duty is calculated by adding a fictitious duty to the exported product (in this case cotton). The duty payable on the imported/importing t-shirts is deducted.

It is also possible to calculate the duty based on processing costs. Typically, these are goods produced in the Far East.

Other examples:

Warranty repairs carried out in a third country on goods sold to customers in the EU’
Assembly, installation and assembly in a third country of EU-produced components

Are you new to outward processing?

You can save money on duties and taxes, but you need to be in control of your processes and documentation when working with outward processing. Our export platform can help you with this, but you need to have knowledge about the goods and products you work with – such as which customs and HS codes to use.

You must have an authorisation for outward processing. As a rule, the customs authorities must issue a suspension/active processing authorisation before or at the latest in connection with the export of the goods placed under the outward processing procedure.

There are financial consequences if your company is not ready for DMS

e-Export closes on September 1 this year. As an exporter, you will therefore have to deal with a new customs reporting system – DMS.

If you are not prepared for how to handle your customs and export registrations, you will NOT be able to export your goods after this date!

You must act now if you want to avoid major financial consequences for your business when all new customs declarations must be made in the new DMS (Declaration Management System).

Why is e-Export closing?

The purpose of DMS is to digitize and standardize all paper-based processes in all EU countries. Therefore, now is the time to close old export declarations in e-Export and make sure you are ready for the transition.

Already on May 1, parts of SKAT’s new customs system DMS (Declaration Management System) will be launched to keep the schedule. The system includes import, export and shipping in one system.

I have integrated from ERP to e-Export - what do I do?

If you have a system-to-system solution (e.g. between your ERP system and e-Export) that is specially programmed to integrate with other systems, it is important to prepare for the new integration options that will be available from September 1st. The AS4 system will act as a centralized solution that collects and passes data to the DMS system, so it is necessary to ensure that your system-to-system solution is able to integrate with AS4.

You should start by researching the necessary integration options and applying for access to the test systems so you can test your system-to-system solution and ensure it works properly with AS4 and the DMS system.

It’s important to ensure that your DMS implementation is secure and compliant, so it’s a good idea to start the process as early as possible to avoid any delays or issues. Most people have yet to experience an IT integration running 100% on schedule…

I have outsourced customs management - what do I do?

If you have outsourced the task, it is also your responsibility to ensure that your partners are ready to use the new system, as you have the control responsibility.

Even if your company uses external parties to handle customs clearance and registration of shipments, you must ensure that you are ready in good time and that your partners meet the upcoming requirements for the DMS. The consequence could be that your goods risk being delayed or stranded en route to your customers.

This also applies if you use a standardized software solution provided and maintained by an external party. Always remember that as the sender, you have the ultimate control responsibility. So make sure you take the necessary precautions and work with your partners to ensure a smooth transition to the new system.

What do you need to do now?

Your own systems and processes need to be updated and changed. You can either allocate resources for this, or you can buy into the tailored industry solution based on user input that we develop.

So if you’re thinking of integrating yourself, talk to us first. It can save you a lot of IT resources. We develop the DMS integration between our platform and SKAT together with our customers to give users the best experience.

If you are not prepared to use DMS for export and shipping from September 1st, you will need a customs representative to submit your declarations until you are ready for the transition.

This can be costly.

Based on the new EU Customs Code (EUTK), all Danish companies using the transit system or exporting goods must use the new DMS Transit and DMS Export by September 1, 2023.

All countries in the EU must exchange data in the same way, which means that most of the current Danish customs IT solutions will need to be replaced.

If your company uses a system-to-system solution for export and transit declarations from a software vendor, make sure they are in the process of developing a solution for DMS and that they are aware of the onboarding process relevant to them.
If you use e-Export, be aware of when the onboarding process for companies making and submitting returns starts.

If you are an exporter and use a customs representative to make and submit your declarations, you need to ensure that your customs representative is up to date on DMS and ready to start using it. In addition, you also need to make sure you have the right information available for your customs representative.

Transformation from paper to digital ATA Carnets

Does this mean that we can no longer create paper certificates of origin (COO)?

Paper COOs and digital COOs are not affected by the eEndorse module – it is only the documents uploaded together with a COO for stamping that are affected.

Do we need more than one subscription when we are several users?

Subscription to eEndorse is company dependent – i.e. it covers ALL the users you have now and in the future – regardless of location – as long as it is under the same CVR number.

THE CUSTOMER CASE IN 10 SECONDS

The challenge

Every morning at 9am, the employees at Danish Crown in Vejle had to be ready with completed physical food certificates. A driver was ready to take them to the Danish Veterinary and Food Administration in Vejen for approval
It was difficult to overlap during holidays, illness etc.
Data could not be reused

The solution

TheTraid platform allows the food certificates to be made digitally
Our print service ensures that the certificates are stamped, so Danish Crown does not have to transport the certificates to the Danish Veterinary and Food Administration
All certificates are now stored online instead of in folders in the basement

Approved food certificates in 1 hour

The digitalisation of export documents has freed up time, resources and eliminated errors for Logistics Assistant Johnny Juul and his colleagues in the department.

The deadline has been moved. It is no longer necessary to finish the certificates at 9.00 am, where a courier used to stand impatiently and fidget.

Now you can wait until 13.30 to make the certificates digitally. This also means that you get the container number right away, so the certificate is ready the first time, so you don’t have to get it twice as before.

The approved food certificates are now available digitally in just 1 hour. Before, you could risk waiting for days.

And you now save travelling with physical documents from Vejle to the Danish Veterinary and Food Administration in Vejen. The process now takes place quickly digitally in the platform with the help of Traid Printservice.

Certificate template is downloaded from the Danish Veterinary and Food Administration's website
The certificate is filled in manually
Watermarked certificate paper must be stored in a locked cabinet/drawer
The certificate is printed on official watermarked paper
The consignment is entered in the logbook
The certificate is transported to the Danish Veterinary and Food Administration
The certificate is stamped and signed
The certificate is transported back
New watermark paper must be collected from the Danish Veterinary and Food Administration once a month

One of the benefits of trimming the export workflow is freeing up time for other processes. Specifically, Johnny Juul has been given the opportunity to participate in the planning work in the department – there was no time for that before. This means that you can work in a more long-term perspective and are thus better equipped for the future.

It’s also easier to overlap. All those mistakes you used to experience because you were relieved, they are almost non-existent now.

There’s more peace and quiet now, so you have time to proofread, etc. The platform’s address index and item number index means that you avoid having to enter the information that is already stored with the correct information.

This gives much more flexibility and frees up time.

Palsgaard har et mål om at være fuldkommen CO2-neutrale inden 2025. Det er en ambition, som sætter krav til alle dele af virksomheden, fra produktionen til Customer Service-afdelingen.
