Status update (17th of March 2023)

The DIX-launch has been postponed to 2024

Now the official announcement from the Danish Veterinary and Food Administration (FVST) regarding the postponement of DIX has arrived.

FVST has decided to postpone the use of DIX until January 2024. The reason for the decision is based on the need for more time for implementation and clarification of a number of practical issues related to DIX.

We think it is a sensible decision to postpone the launch of DIX. Among other things, we have argued that more time should be allocated to development and testing of API-integration. 

Our concern has been/is that there will not be enough time to perform a proper test before DIX is put into use. With the postponement, we hope that there will be more time for testing, before DIX goes live.

The roll-out plan remains unchanged

The launch of DIX is postponed to January 2024, but the roll-out plan will not change. This means that the plan is still to implement the first phase of DIX in 11 waves with certificates for select countries.

The roll-out plan will be updated with any new certificates if a certificate is replaced and substituted with a new one in the period in between, but the order will not change.

The API solution for automatic transfer of data

FVST does not expect that the postponement of the DIX launch will affect when work on the API solution for automatic transfer of data to DIX can begin. Hopefully, this will give us more time to test the API and get all the details in place before DIX goes live.

FVST’s staffing and organisation

FVST writes that their expectation is that the project team will continue with the current staffing and that they will continue to focus on progress and user involvement. Therefore, we expect that there will be a number of activities and workshops up to January 2024, when DIX will go live.

We maintain our expectations for scenarios where DIX & the Certificate Database will coexist for several years.

Last time we wrote that we will probably get into 2025 and maybe even 2026 before the DIX system is finally implemented. This scenario seems likely with the latest announcement from FVST and thus our guess is that most of our customers and food exporters in general will need certificates from both DIX and the certificate database for a period of 2-3 years – depending on the industry and the countries to which they export.

New health module in Traid

With our new health module, it will be possible to create certificates from both DIX and the certificate database. During the transition phase, where you need the current certificates from the Certificate Database and the new certificates in DIX, you can access both via the Traid platform. This will hopefully make the transition to the new DIX as easy as possible.

What does DIX mean for your business?

Status update (17th of March 2023)

The DIX project is delayed and postponed (not officially announced by FVST)

What is official:

The plan for the so-called “technical testing” of the integration has been delayed by about one month compared to the original schedule. The final testing of the integration to DIX can be done from the beginning of May 2023 – sub-elements can be tested from the end of March and onwards.

This means that we at Traid will already start working with our new health module and integration to DIX in March.

What we know that isn’t official:

DIX will go live after the summer holidays – we have received confirmation from FVST.

Once phase 1 of DIX is finalised, there will be a pause in the DIX implementation before the next phases start. We do not yet know when phase 2 of DIX will start or which certificates phase 2 will contain. A cautious estimate is that phase 2 will be launched in May or September 2024, which also means that we will enter 2025 and perhaps 2026 before the DIX system is finally implemented.

Expected scenario: DIX and the Certificate database will co-exist for several years

We have analysed the health certificates we handle on our platform, and when we compare it to the FVST roll-out plans, we can see that there will be a longer period of time where most of our customers and foods exporters in general will need certificates from both DIX and the Certificate Database.

Status update (beginning of January 2023)

The first wave of the DIX project will be commissioned in mid-2023.

Just before Christmas, the Danish Veterinary and Food Administration (FVST) issued an
update regarding DIX (new IT system for handling digital export certificates).

FVST confirms that the first wave of DIX will come into operation in mid-2023. A concrete
date has not been set yet, but based on the project plan that has been sent to the DIX follow-up group, we mean that DIX will go live in May 2023. Before the summer holidays, DIX will include certificates for Australia, New Zealand and the USA.

FVST plans to implement DIX in 11 waves, each of them containing certificates for one or more countries. Thus, the first two waves consist of certificates for Australia, then New Zealand, the USA, etc.

After the summer holidays 2023, certificates for these countries are included in the rollout plan for DIX:

  • Korea
  • Singapore
  • Argentina
  • Japan
  • Algeria
  • Thailand
  • Serbia
  • North Macedonia
  • Israel
  • Taiwan
  • Canada

The schedule for the next waves is not yet known, but certificates with meat and meat products will not be covered by the first waves. They are expected to be the last in the process.

The Danish Veterinary and Food Administration will in time take over the printing task

With the implementation of DIX, printing of certificates is transferred to FVST. This means that FVST will print certificates at the offices where there is a certificate officer. FVST’s service model is currently not determined – for example we do not know the turnaround time from when a certificate is received until it is approved, whether it will be possible to get a scan of the approved certificate, etc.

However, it is clear that FVST will not be responsible for sending certificates, and therefore the exporters must either enclose a reply envelope or collect the certificates.

Transfer of data to DIX

It will be possible to transfer data to DIX. This way you can avoid logging in and creating certificates manually.

Traid helps food exporters with the transition to digital

Although we at Traid are part of the Danish Veterinary and Food Administration’s technical follow-up group together with the largest exporters, we must arm ourselves with patience. Right now we do not know the final requirements for the companies. We hope to have more information in the coming months.

Currently, the companies have no possibility to assess the extent, and therefore cannot allocate resources for development and API integration for the DIX project

That is why several of our customers put their trust in us developing a solution for the industry and the users of the platform – this is what we are working on in the coming time:

  1. DIX module: We plan to create a module that can communicate with the DIX system and transfer data to DIX, so that you don’t have to manually create your certificates in DIX.

  2. Print service continues: There will probably be a transition period of several years, during which paper certificates must be submitted and certificates created in DIX. It is possible that we will have to print fewer documents, but our Print service will continue to help customers with printing, scanning, collecting etc. and generally ensure that the transition to DIX will be as smooth as possible.

We expect to offer preliminary analyzes for interested exporters. It is an analysis that, among other things, contains a clarification on which certificates and processes are affected, a risk analysis, etc.

What is the time schedule?

The latest announcement from the Danish Veterinary and Food Administration is that they expect to go live with the first wave in June 2023. After that, DIX will be rolled out in several waves – in total, it is expected 11 waves.
